Founder & Developer of Circular Deduction

Three decades operating critical networks. Now building a clearer way to govern consequential decisions.

From satellite earth-station deployments to fiber networks and federally funded broadband programs, my work connects technical execution with operational accountability. Circular Deduction extends that discipline to the decisions behind the work.

Circular Deduction is a defined 6+1 governed-decision method with controlled implementations under internal engineering and evaluation. Bounded paid trials are being prepared subject to readiness gates; broad independent client validation is not claimed.

Demonstrated operating scale

Responsibility with measurable scope.

Selected examples from historical multi-site leadership and a currently funded broadband program. Scope figures are not delivery or performance claims.

Historical implementation leadership across four managers and multidisciplinary field teams.

Capital & budget responsibility

Historical oversight of capital-intensive network and field implementation programs.

NTIA broadband award

Contracting Officer and program-management responsibilities for a funded FTTP deployment targeting approximately 650 households.

Program target, not completed connections

Historical team and budget responsibilities are supported by professional records and available for appropriate verification. Federal funding and target households are identified in NTIA’s public award record. Neither is presented as a completed-delivery result.

Professional experience → Decision method

The operating record is the foundation. Better decisions are the next discipline.

More than 30 years in telecommunications and critical infrastructure have shaped a consistent operating practice: make responsibility clear, examine the evidence, challenge assumptions, and establish who can authorize action.

01

Infrastructure systems

Fiber, broadband, voice, network engineering, RF communications, and field infrastructure across multi-site operations.

02

Operational control

24/7 service assurance, incident coordination, vendor accountability, lifecycle decisions, and continuity controls.

03

Program governance

Contracting Officer responsibilities, federal procurement controls, contractor oversight, risk, and defensible documentation.

04

Governed decisions

Developing a method that tests evidence and reasoning against credible contradictions before accountable humans commit.

Circular Deduction

A method for decisions that must withstand scrutiny.

A structured method for examining consequential decisions, challenging assumptions against evidence and contradiction, preserving a reconstructable Decision Basis, and keeping final commitment with authorized people.

Current maturity

Defined 6+1 method; staged internal implementation and testing underway. Controlled paid trials are being prepared subject to operational, security, authority, and contractual readiness. Production-scale effectiveness has not been independently established.

Training and Application

Technical Formation

Structured technical training reinforced by sustained application in consequential operating environments.

Formal technical training

Military systems foundation

U.S. Air Force technical training in electronic and mission-critical systems.

Field deployment

International satellite systems

Two and a half years deploying C- and Ku-band satellite earth stations across Russia for the petroleum industry during the early post-Soviet transition. Supported by commercial radio and radar qualifications.

Operating leadership

Sovereign infrastructure operations

Telecommunications operations serving residential, business, enterprise, and Tribal government environments, including infrastructure planning, network assurance, procurement, and field execution.
